Al, Congratulations...you have just described the US budget (with the exception of SS of course, and save for a couple of years of Clinton governance).

Why is SS excepted, given that it's being included as part of that "technically insolvent" U.S. budget?

you seem to mix up a P/L statement with a balance sheet.
When trying to complete USA, Inc. with the latter, have fun assigning a value to the assets.
That is if you believe the US has any assets of significant current and future value.
