It was. And still is. The money that the SSA put into the Treasury bonds was used to decrease the amount of deficit reported, as it has been done since SS was instituted. I personally think they shouldn't do that, but my opinion is a minority one. Which is why I favor the SSA being able to invest in other things than Treasuries.

As long as the US doesn't default on the bonds, no problem. I certainly favor selling the bonds instead of just printing money to cover the deficit. But servicing the interest on those bonds is a large fraction of the budget. And getting larger. Not that anyone seems to care. Except for the ones trying to cook up a crisis to kill off SS.
