Ray, of course one needs to be careful about confusing correlation with causation. <The U.S. Constitution specifically prohibited the federal government from engaging in murder to punish criminals. I believe we were a better nation then... > That is, maybe the 'better nation' wasn't because of prohibited capital consequence.

But when did hangings etc get under way in the USA?

And perhaps Saudi Arabians can wander away to prayers leaving their tills unattended because of the climate rather than the consequences of theft. But perhaps it's the consequences of theft which make for a low theft environment.

Perhaps they weren't tried fairly, but how many had such a bad modus operandi that they were a good stand in for the actual guilty party who wasn't found? Or they were perhaps guilty but the evidence wasn't robust for a 99% certain guilty verdict.

When there were regular hangings in NZ, murderous crime was at low levels. Again, perhaps the causation was not there, and it was just correlation, but I suspect not.
