Actually such a system wouldn't even be communism, it would be outright slavery and very similar to feudalism.

The impact on the economy from tax changes depends on the taxpayer's propensity to consume. A $100 tax cut to someone who earns $500000 per year has a smaller positive impact on the growth of the economy than a $100 tax cut for someone who earns $40000.
