Take SS since it's in the headlines.

A liberal would say that it is absolutely unacceptable for even one retired person to slip through the "safety net". In fact they think that the people on the lower end of the benefit scale should get more money. They empathise with the "victim".

The conservative, depending on degree's right, thinks that a safety net isn't necessary, or at least it's acceptable to have holes that people can and will fall through. They think people are responsible for their own actions, and if they didn't save enough to retire, tough luck. They don't empathise with the person that falls through the net... at least not enough to make it the basis of policy.
