The starving babies were based on UN economic sanctions. There was no bombing of Iraq from 1992 through 2002.

The starving children were a result of the Saddam. He hoped to show the world how much Iraqis were suffering as a result of UN Sanctions, so he starved and punished his political enemies (basically 80% of the Iraqi people), and showed them off to the world. It is akin to if Hitler showed off a death camp, and told the world that the starving people were the result of American and British naval blockades of his territory.
