I agree with what you say. It is, I believe, one of the unintended consequences of eliminating smoking in the workplace. Were we permitted smoke while doing our jobs, our minds would stay sharp and focused on the task at hand. Taking a cigarette break tends to clear the mind and sharpen perspective. Worked for me, and I know my job performance is much better now that I again have an ashtray on my desk.
Pardon moi, you miss the point. What you say is crap. Were I still at my desk, I still be charging ahead on the problem, rather than thinking about how to approach it or reviewing what had been done.

And, believe, those sudden flashes of inspiration really DO require a break from working on the problem. You keep going, they don't happen.

She seems to have a lot to say about the evils of smoking. On the outside chance you haven't figured it out yet, she is a former smoker of tobacco.
As I said. A burger flipper. Then it's just a loss of time. If the job has a mental component, those smoke breaks give those little voices that get shut out by concentration a chance to break through.

I dare say that when flipping burgers, one would get plenty of smoke, just not the right kind. <g>
She appears to have gotten an excess.
