If you go into an emergency room with a gunshot wound and cancer they will treat the one that is more noticeable before moving on to the less evident problem. The ER doctor probably is not going to address the cancer. He will patch you up and advise you to see an oncologist. Either can kill you, but one is obvious to the casual observer. Of course if you were a Democrat you would say the gunshot wound was not a problem.

What I was trying to communicate in my last post was that it takes years to get a large change in policy enacted. President Bush recognised in 1998 when he was picking his campaign agenda that Social Security reform was important. Since then the recognition is setting in that MediCare is a bigger one. OK, maybe he should have known that six years ago. Can you point me to a post on the same web site from 1998 (or 1999) saying that MediCare was going to swallow the budget?

Would you stop the process fo fixing the number two problem to start a new long uphill struggle? As the husband of the woman with the gunshot wound would you tell them to remove the cancer before fixing the gunshot wound?
