if failure rate over here is 99.8%, it might be 99.5% over there. For some this is a risk worth taking.

If failure rate is 99.8%, it is probably not worth doing. I think you mean success rate.

I don't know if they are only urban legends, but I've heard enough stories about "organ stealing" to not want to get surgery in certain countries...

I know many people that use overseas online doctor services for only $25 per "online visit", since American clinics don't have a pay-per-doctor online service. (Palo Alto clinic has a $60 annual fee to allow you to contact your doctor thru email, but that's a bad business model because it means the patient has the pressure not to ask questions, so Palo Alto patients actually will contact an overseas doctor and pay $25 online rather than burn the relationship with their American doctor by making them work for something they don't get paid to do.)

Meanwhile, the government body that regulates USA doctors will not allow American doctors to provide services overseas. Ironic how Americans can buy the services of an international doctor thru the Internet but American doctors (that are highly well trained) cannot sell their services to overseas patients seeking an American doctor's opinion. The rules are the reverse of what it should be.
