Cynically, I'd have to say that that is entirely correct. It's kind of like when Bush stood on the aircraft carrier under the banner "Mission Accomplished". A lot of Bush bashers went to town on that apparent misstep as the war dragged on for months and months afterwards. But, really Bush and his cronies are the ones who had the last laugh, because they had really accomplished their 9/11 mission of getting the American people focused on national security again, dramatically increase military spending, and attacking Iraq (for Israel or oil, or some other hidden agenda).

Actually it was. Bush went in and got a blank check to invade Iraq based on bogus intelligence produced by the boys from PNAC.
