Bush 1, Clinton, Bush 2 didn't do enough against al Qaeda before 9/11, that obvious to any Monday morning quarterback. If Clinton were in office when the "lights were flashing red", as Tenet said, and the danger memo's were flying, would things have turned out differently? Probably not... but just maybe.

It's the actions since 9/11 that need to be weighed. Is international terrorism more or less of a threat because of Bush's actions?
