Basically, gov'ts should not get funding from dirty sources.

Or at least not preferentially from those sources. They should have the same income and sales taxes as everyone else. The advantage to this is not only that it might help reduce conflicts of interest within the government but also that it leaves people free to make their decisions based on their own wants rather than what some government official or politician decides to reward or punish through the tax code.

The greatest portion of medical costs are incurred keeping people alive at the very end of their lives. I'll find backing for that in a bit.

The rule of thumb is that you spend half of all medical expenditures on average in the last year of peoples' lives.
