I checked that information out recently. If my memory is accurate, funding for the NSF and NIH has grown in the mid to high single digits since then.

The turning point where the USA fell behind was in 1989, when Japan surpassed the USA in university research dollars.

If you could track down a source for that data I'd appreciate it. Given the gross $$ that we spend at universities on research and far greater number of universities that we have in comparison to Japan, I have a hard time believing that they've spent more money on research than we have.
