Hi M, actually the law allows the dumping of sewage, and bilge water greater than 3nm from land in most places. Trash (of the kind you would throw in the trash can), is typically allowed to be dumped greater than 25nm from land if you're in water greater than 500 fathoms.

I haven't actually read any data on this, but I would wager 20% of the trash generated on the Island of Hawaii goes in the ocean surrounding the Islands.
