Thanks for the clarification. I remember the situation on east coast beaches in the late '70s early to mid '80s required strict new laws. The first time I visited Sandy Hook NJ I had to throw away my tennis shoes they were so caked with sludge. I think it was a combination of oil and feces from the ships that passed on their way into NY harbor. They put a stop to that and obviously moved the boundaries further out to sea.

I took an 11 day voyage from Sausalito to Honolulu on a old 100' coast guard ice cutter from Alaska my dad had bought in 68 and we regularly dumped our trash and sewage overboard. The Albatross that followed us for 8 days loved it.
