This is more the oil than the engine. You run your car on the original oil for as long as your car runs?

Does Chevy program your car to deactivate so you have to buy a new car every 3 months or 3000 miles, whether you need an oil change or not? Of course not. And HP has even less reason to have programmed obsolesence in their ink cartridges.

HP wants you buying their cartridges regularly, and doesn't want you refilling them yourself. So they program the cartridge to "shut off".
