Would it not be much better to have a president who deliberately lied to the people because he thought a war was essential than to have one who was so dumb as to be taken in by intelligence agencies, especially those who told him what he wanted to hear?


That would presume that the intelligence agencies of the world actually thought and claimed Saddam had WMD. I never saw anything from the Russians or French that Iraq had WMD; both of them asked for the proof. And the Russians, more than likely, had the most accurate intelligence in Iraq as they had a solid presence in country.

How long can Bush get away with lies?

I think the US election answered that question. For 50%+, Bush can get away with it indefinitely.
