While we are certainly exerting our will, thus the power and domination criteria are met, I believe we are trying to change rather than directly control the political and economic life of Iraq. The reason I believe "change" is so important to the determination of whether we're being imperialistic is that unless we intend to rule that land on a permanent basis (like the Brits, French, US, Romans and many other nations have with parts of the globe in History) then I'm not sure the true "spirit and criteria" of the word are being met to conclude Imperialistic desires.

I believe we do want to change things in the middle east on a political level. I believe our desire to do so is based in wanting to change the landscape that has led to poverty and dictatorships and as a result made that area ripe for terrorist spawning grounds. Now our current actions are likely helping terrorist recruitment but if we can change the system that has resulted in poverty and dictatorships we may play a role (without having a direct hand or say in day to day political and economic life) that fosters a middle east that becomes free, prosperous and stable which, in the long run, will reduce the spawning of terrorist groups and recruitment
