The neocons have a "starve the beast" plan, to kill SS and social and domestic programs and shrink government to a mainly military enterprise. I'd like to see us join the rest of the world since the cold war and "starve the military".

Just imagine that Bush had wanted to invade Iraq, but didn't have an army capable of succeeding! Imagine that to get one, he'd have to defund national health care and retirement plans.
I think giving our leaders a huge army to tempt them is a mistake. We end up having to hope we get leaders that won't give in to hubris and test their military chops - after all it's the ONLY time these individuals will be ABLE to launch a war - a test Bush obviously failed.

Why give them the option? From the defense spending figures, WE'RE the ONLY country with enough spare military capacity to start a major war at this time.
