We don't have the sort of tensions you refer to with Russia right now nor are we likely to. Bush is standing up for America's principals while also acknowledging that the US and Russia have both common interests. I note that the US and Russia signed an agreement to upgrade security of Russia's nuclear stockpiles and plants.
