Sure, they work at stopping the progress and development of the sanctioned country by destroying their economy. Sanctions are a stick, though.....

This has never been done, as far as I can recall, so this is your theoretical "never applied in the real world" proposal? How do propose to apply this to Iran, which has elections, but reform candidates can't run. North Korea is going to hold municipal elections? Cuba is going to elect city council members and get interest free loans?

Another is what the EU is offering Turkey; membership in return for Turkey stopping its human rights violations.

Anyway, I know what examples of carrots and sticks might be. Think of Burma. Those guys are going to respond much better to a stick that blows up in their face than to an interest free car loan if they implement K-6 education standard for hill tribes people. I say blow them up, you say ask them to educate their minority population in return for interest free car loans? I think you're proposal aint going to work with self centered dictatorships. Sorry.
