First of all, sanctions do work [see Libya and Iraq].

Sure, they work at stopping the progress and development of the sanctioned country by destroying their economy. Sanctions are a stick, though.....

A voice of concern from the same person who encourages the use of the stick which can lead to the death and maiming of hundreds of thousands and the expenditures of billions of dollars. Do you ever look at the costs that result from using your stick?

Secondly, an example of a carrot would be providing low interest development loans or outright grants in return for free elections at the local level.

This has never been done, as far as I can recall, so this is your theoretical "never applied in the real world" proposal?

Probably not. Does that mean it can't work? Clearly, you have decided it can't. How GD arrogant of you! Who died and made you king?

How do propose to apply this to Iran, which has elections, but reform candidates can't run. North Korea is going to hold municipal elections? Cuba is going to elect city council members and get interest free loans?

Sorry you don't like it..........I guess that's why all we get in this country is shock and awe or some other variation. And then you all are shocked that a violent insurgency develops.
