You are correct. They are fighting to instill a Taliban type of fundamentalist Islamic State, not to bring back the Baathist regime which was more secular in nature. The vast majority of Iraqis are against their plan, thus the terrorist nature of trying to push it forward. The long term goal is to establish a world wide Caliphate controlled empire that would rule the world. An intermediate objective toward accomplishing this is to annihilate all western organizations and governements. They view the current instability in Iraq as an opertunity to establish their home base. A secure Iraq destroys their current plans for the future of the world.
