For the last 50 years the ruling family has become very wealthy. That keeps them in power. That and a very close relationship with the US. Especially the Bush family.

I think that Saudi Arabia has kept up with the rest of the world in most things over the last 1500 years minus the last 50 years. Things have not changed much for centuries for all of humanity, until the last 100 years where technology has literally changed the world. We went from horse back to space shuttles in about 100 years. For the previous 10,000 years it was horse back as well.

I think part of the reason for wealthy Arab nations complacency in making advancement is the oil money. They are well taken care of, so they don't care about education or jobs.

I met a guy from Saudi Arabia. He came to the US to study. He had a nice car and a nice apartment. He didn't care too much about school. I told him one day that he'd better study for the test. He said what for? I'm rich. And if the oil runs out I still don't care, I'll go back to drinking camel's milk in the desert.
