The decline started when the Soviets came to the conclusion that they had a shot at taking Europe during the 1970's. They built up their military and strangled their economy. The field test in Afghanistan didn't go too well after Reagan supplied bin Laden and others with weaponry and money. Now true, it helped the Soviets realize that they had invested in the wrong weapon systems, but there were some negative consequences to that also...
