That is an overbroad generalization. The polls varied over time, and there was also quite a range of results in any one time frame. Typically, the Gallup Organization which is run by a raving lunatic religious nutcase gave Bush the greatest edge. At the other end of the spectrum was Zogby International which can justifiably also be considered to be partisan.

The most significant deviation from reality came with the cockamamie excuses that Walter Mitofsky gave for why his previously impeccably accurate exit polls were at such odds with the vote tallies as reported by Republican-owned and utterly unauditable black box voting machines.

Anyone who believes that the U.S. election process is scrupulously designed to be honest is a complete fool. In fact, quite the opposite appears to be the case. I.e. the system as envisioned by the Help America Vote Act of 2002 is consciously designed to make fraud easier, rather than more difficult.
