re: Actually, the Clinton administration didn't place that much of a priority on getting al Qaeda. Maybe in relative terms compared to what they did in Iraq, but the reality is that terrorism wasn't very high on Clinton's list of priorities.

Humm... my perception is that Clinton was fairly serious, considering how the threat was perceived at the time. And that Bush had next to no interest in terrorism, until there was a political benefit.
