During the 1973 oil embargo I was working at Exxon and heard the same thing from guys in the plant -- the Exxon tanker ships were full. I used to hang out with a guy who worked on the coker, which was close to the docks.

Well, it made sense, we never cut back on production.

if oil industry was holding off tankers in the ocean some place then ted kennedy missed it...

If they were doing that they were stupid. Its expensive to crew the tanker and have it sit around doing nothing. If they really wanted to stockpile oil they would have done it in tanks on land.
