It isn't. The Smart car was designed in Germany. Yes, it is manufactured in France. Many US cars are manufactured elsewhere; they're still US cars. The Smart is a Euro American car because the manufacturer is Euro American (according to their website).

EPA is zapping ZAPZ for the Bushies.

Laughable! The Smart is a zit on the car universe's butt, compared to hybrids for example. Are the Bushies zapping them? Hmmm? Get real. I bet the Bushies never even heard of the Smart car.

BTW, drove the Smart in Europe. Nothing special about it, except for the size, which matters in Europe (parking) but does not in the US. Well, NYC, maybe, but driving that Sardine tin can death trap there? Can you imagine yourself in it and having a head on with a Hummer? Pass! I'd take a hybrid here in the US, any day. Even in Europe, for that matter.
