If a large part of the adult population doesn't get to vote I don't know if that would really mean you don't have a democracy but you would have a flawed democracy. The US was a democracy before women got the right to vote but it had a flaw that was fixed by the 19th amendment.

In the case of the ME of course lack of a legal right to vote for woman would not only be part of a flawed democracy but would be combined with a pattern of other abuses.

If only a very small minority get to vote than I could see calling the government an oligarchy rather than a democracy.
