Remarkably, comprehensive monitoring and a major vaccine initiative can be done for millions (not billions), but the handling of the pandemic has been so poor that most have no clue about the gravity of the situation, so there is much more talk than action.

At this late data there isn't even a definition of the clinical conditions caused by H5N1, much less info on where it is and isn't.

WHO is focused on controlling H5N1 by press release and most governments are focused on covering it up.

Right now the system is set up to declare the pandemic a pandemic after the start is clear to almost everyone.

At that point it will be too late to do anything other than issue more press releases citing earlier warnings.
