Anyway, the point is not that sex is good for American early teen youths, its that it is good for the entire population (at least adult population) and should be promoted as such by our administration to improve our lives.

Not when its done promiscuously, or when it becomes as a compulsion or when someone gets hurt. Your message needs to be modified.......sex is healthy within a certain context.

I really don't think its something that should be promoted by the government. Its not really a government function and besides government promotion of sex is rather unnecessary. Natural drives and urges are usually enough.
