No, it's not odd. They probably had EXCELLENT inside information about exactly what was where, and how valuable it was. (From the many people who worked at these facilities.)

I think it's much more damaging to anyone who would be foolish enough to argue that --- AFTER discarding 3 years of planning work for the occupation, put together by hundreds of our *best* Iraqi experts & professionals from the Pentagon and State Department... and going instead with a 'rosy view' Chalabi & NeoCon inspired replacement plan for the occupation, put together at the last minute --- the occupation plan they used wasn't botched seriously.
