"If God is all powerful, and he created a Hell for people like me but not for Dahmer who became a Christian in jail, then, I assert, he is a dolt."

You seem to suffer from two illusions. One; that you are much better than you actually are and Two; that God is much worse than he is. A low view of God, and a high view of yourself. Not a good combination.

"Satan, ironically, the bearer of light, and ruler of Hell will administer the appropriateness of the punishments for God or will God do it?"

First I don't think Satan "rules Hell" He has authority in this present world but it is limited. The lake of fire into which Hell will ultimately be cast, was prepared for the Devil. (Matt 25:41 Rev 20:) My impression is that God's angels will do the punishing. I try to get my information from the primary sources rather than movies and novels, but some of these things are so deeply ingrained in the culture that people assume they come from the bible when they do not.

"he created a Hell for people like me but not for Dahmer"

The good news is you will never be punished for anything you did not do. The bad news is that you will be held responsible for the things you have done unless you avail yourself of the only remedy available to you through Jesus Christ. You will have nothing to complain about when you stand before God. Perfect justice or perfect grace; the choice is yours.

"You know, Greg, the thing about serial killers is that they usually know what they are doing is wrong but just don't care"

I was glad when he was beaten to death in prison. Praise God!
