On the pre-packaged propaganda front, the bottom line is dumbed-down management at local TV stations. Of course most are now owned by large corporations whose managers wouldn't know a real news story if it hit them in the head.
But if anyone spots a local station running a government piece disguised as news, local activists groups showing up at the station with picket signs will scare local advertising sponsors away. Gets a station manager's attention like nothing else. A few calls to sponsors of the station's newscasts will accomplish a lot too. Most stations now just give public service and journalism lip service. But they just love their revenue streams. They get the idea their revenue streams might be crimped, they'll drop fake news reports from Goebbels Bush very quickly.
It is unethical on its face for stations to run packaged government news releases disguised as news. The Radio TV News Directors Assn explicitly opposes such junk news in its code of ethics.
