Much less. If the cerebral cortex has decayed, then she might respond to being poked with something sharp, or to heat or cold, but there isn't going to be anything like coordinated action. Decorticated mammals aren't functional. They can do things like sit or lay down, but they don't eat or do anything that requires stringing together of several actions.

I'm just against convenient statements that serve to justify euthanasia. No more, no less.
