Sure. We could just ignore costs and everyone would get fantastic trauma care. In fact, we could just put an ER on every block. There would be no waiting.

But it wouldn't be "efficient" (you may remember, "efficiency" was the subject).

Medical resources (physicians, CT scanners, etc.) are scarce. Using them efficiently is necessary if we are to continue having the best medical available in the entire freaking world.

It isn't that nobody WANTED to help tejek; it is just that there were surely more serious injuries to be dealt with first. The ER people probably didn't know that he had been believed decapitated until he moved.
