Most ERs have a pretty decent triage setup; neither you nor I are in a position to know what happened in your supposed scenario. Unless you are an employee, you wouldn't know; if you are one, you should know.

Perhaps the triage mechanism treats both of those the same; perhaps they were waiting on medical records or insurance information or authorization. But I don't see that anything you've said reflects on "efficiency".
