"neither you nor I are in a position to know what happened in your supposed scenario."

If all your scenarios are "supposed", please do not assume
that other people are making things up. I simply
told you what I saw myself, the fact that the ER resources
were tired by a pretty meaningless service, in strong
contrast with your "supposed" idealistic "efficiency".

Most ERs have a pretty decent triage setup; neither you nor I are in a position to know what happened in your supposed scenario. Unless you are an employee, you wouldn't know; if you are one, you should know.

How would you know? Because you do the accounting for hospitals or sell medical equipment? Hardly makes you an authoritive....not that that would stop you from acting like one.
