Hillary Clinton may have gotten some political mileage from her speech in January seeking "common ground" in the ongoing battle over abortion. It was seen as a clever attempt on her part to soften or blur her sharply liberal image on a deeply divisive issue. But what has been overlooked in her appeal "for people of good faith to find common ground in this debate" is the fact that on substantive changes in the laws governing abortions, she still opposes even the most moderate reforms proposed and won by pro-life advocates. Her image-makeover speech, part of a reinvention process to reposition her closer to the political center in preparation for a likely presidential bid in 2008, sounded like she was urging compromise wherever possible on abortion issues. But she remains as rigid and unbending as ever in her pro-choice views. Mrs. Clinton voted against the ban on late-term pregnancies, known as partial birth abortions, that won broad support in Congress and was signed into law by President Bush. She voted against the unborn victims of violence act last year. She has not given an inch on either issue. In a recent speech in New York she attacked Mr. Bush on the budget deficit, claiming we should be spending more money abroad to help organizations that support or perform abortions. After her common ground speech on Jan. 24, The New York Times reported that it sounded like she was ready to support requiring parental notification for teenage girls seeking abortions -- a reform that is widely supported on both sides of this issue. But her office issued a clarification that said she remains firmly opposed to notifying parents that their daughters are about to have an abortion. "Even though she sounds like she wants to modify her position on abortions, she has to keep her political base (among pro-choice voters) and that's why her office made sure everyone understood that she really doesn't support parental notification," said Carol Tobias, political director of the National Right To Life Committee. If Mrs. Clinton wants to send a signal that she seeks common ground on some abortion issues, she could support the Child Custody Protection Act being offered by pro-life advocates. This bill would make it a federal crime for someone (other than her parents) to take, say, a 15 or 16 year old girl across state lines to get a secret abortion without her parents' knowledge. That bill has passed the House a couple of times but had never been able to get through the Senate.
