It's too bad it isn't. We'd have a much better shot at staying on top in education and research if every child who wanted to go to college, and had the skills to go to college, could actually go to college.

It never was. College has exploded in cost but the sources of financial aid are out there. People need to know how to work the system. I always laugh at the parents who scream their kids can't get aid only to find they've been claiming that child as an exemption.

Get them off the tax return (which only saves the parent about 650.00) and the child will have a shot at 4500.00 of free money if he or she isn't banging down big bucks.

The game is to make the child independent, keep them poor on paper, keep them enrolled full time so they still fall on your health insurance (and yes they still do even as independents), use GSL and scholarships and try and find them a decent paying cash job. If you have a business - hire them and pay them cash. It probably would behoove people to at least TRY and save something for their kids education. Many can - most don't. So tell the financial aid guy thats "laughing at me" the plan above and he'll stop laughing in a hurry.

I believe our University system is only about 35% taxpayer funded in Wisconsin and we have one of the top Schools in the country in my city of Madison.
