The program I mentioned provides free vocational education plus food and boarding in a dormitory to poor young people with no job skills. The only costs are to obey the program rules - no dope or alcohol, no fighting, lights out at a certain time, dress work appropriate (ie pants at waist level not below your ass), etc. The incentive is already pretty big. People who aren't of a mind to take advantage of such opportunities - its the mindset which is the problem. Trying to bribe people to do what is best for them - if they don't have the mindset to take advantage of the opportunity available, wouldn't work.
