I'll argue a little... well, maybe it is only an observation, that Law Enforcement is almost a by product of not doing the other things effectively. Too controversial??? <vbg> Half of the things we lock people up for (and make illegal) just don't seem to be worth the fight. Drug "crimes" for example. Drug usage is a public health issue, so maybe it's just that we put the funding to address it in the wrong bucket. Don't see any reason to lock up pot heads. Even harder drugs cause less harm than the incarceration surrounding them. Incarceration is really only justified for higher end crimes. Community service and rehab is a far better expenditure of effort for this.
