To hold iraq together for the long haul, you may need a Tito like figure or a Monarch.
Either would have to have the respect of all groups for it to be successful. Democratic alternative is risky business as we know and the other alternative is Saddam redux or three states, neither of which is desried. If it is to be the monarchy route, both Hashemites rulers of jordan and iraq respecively will have to make moves toward democracy and ultimately become titular heads of state than real like Queen Liz. Oh dear. The "Hashemite Restoration" option hasn't been touted in a good long time. I don't think it's a very good fit with the currently trendy democracy domino theory resurgence, but who knows, its time may come again too.
