Our intentions to control both Iraq and its oil fell apart as it became clear that we did not have the force size or structure to control Iraq, nor did we have the political legitimacy to impose our will on Iraqi politics in quite the way we had intended. Failure to extract the full range of tribute has been the outcome -- but not the intent. One other area of tribute -- permanent US military bases -- is still in play.
