We're consuming 25%. Cutting our consumption will have a significant effect. Supply/Demand.

Cutting our gasoline use in regular passenger cars by a certain percent will not cut our oil use by the same percent. In the meantime other nations will be likely to increase their oil use more than we are cutting, so demand will grow.

I didn't say there would not be any effect, or that it would be insignificant, I said it wouldn't be enough to marginalize OPEC.
