You mean has he been convicted? No, he hasn't. And of course he denies any lapses or violations, despite being reprimanded 3 times last year. However, he seems to be worried about it, else why make all those changes to the ethics committee and the rules? And why try to get the law changed in Texas which would set up an ethics committee, controlled by the legislature, which would have the power to block any attempt to charge a politician with crimes? These aren't the actions of a man who is innocent...

The amusing thing is that he is claiming he is anxious to see his name cleared, but because the ethics committee is in turmoil right now, he can't do it. Of course, the reason why the ethics committee is in turmoil is he had the rules changed and had three Republicans who didn't back him replaced...
