Says the law. Until Delay got hold of it. Just like he had the ethics laws in congress changed to allow him to take in millions in dirty money. Delay gets laws changed so that he can become more successfuly corrupt. That is his modus operandi.

Do you support such corruption and usurption of the law for personal gain?

Your naivete is shocking. This is required by the U.S. Constitution:

"Article 1, Section 2, of the United States Constitution requires that a census be taken every 10 years for the purpose of apportioning the United States House of Representatives."

What is clearly not required by the U.S. Constitution is for a Nazi-like partisan to bulldoze the Texas Legislature into the completely unseemly second re-districting designed exclusively by DeLay and the criminal mafia behind him to gain political power at the expense of decency.

There's a new book on DeLay that everyone who is interested in oafish pigheaded political operatives ought to read. Lou DuBose's "The Hammer" continues where "Shrub" left off.
