Says the law. Until Delay got hold of it. Just like he had the ethics laws in congress changed to allow him to take in millions in dirty money. Delay gets laws changed so that he can become more successfuly corrupt. That is his modus operandi. Do you support such corruption and usurption of the law for personal gain?
