I thought those were the only ones being discussed, so did not make the distinction.

The problem is that the current registration requirement doesn't make the distinction so there would need to be some process to differentiate between those registered sex offenders that need to be confined or tracked and those that don't. It would take some effort to sort those currently registered out into two or more groups.
