Yes, of course things could change. If AMD was preparing to launch a revolutionary new product then they should be investing in chipset design and production. But that isn't the case now or in the near future. It looks like AMD is going to rehash the K8 design for some time to come. That should keep R&D expenses relatively low for chipset makers. AMD's CPU growth has been relatively modest overall and will probably continue to be for a while, so there shouldn't be any major chipset shortages either.

You asked "is AMD going to be able to ramp without dedicating resources to chipsets or other building blocks?" I believe large expeditures on chipset design aren't needed now or in the near future. When AMD does make revolutionary changes in platforms they are prepared with new chipsets when necessary (as with the Athlon and Opteron launches).
